Helena (Ashlea Scott) watches the snow from Doctor Harleen Quinzel's (Mia Sara) office, saying that she feels like she has been born again now that the doctor knows her secret identity as Huntress. Dr. Quinzel says that she has crossed an amazing threshold and Helena is now Helena. She tries an exercise with her to try to figure out if she is speaking with Helena or Huntress. She seems to hypnotize her a little, and Harley probes for information from Huntress, and she seems to offer lots of information about the Birds of Prey. She says things are changing because Barbara (Dina Meyer) has told Wade (Shawn Christian) about her identity and now Reese (Shemar Moore) knows about Helena. At the end of the session, Helena thanks Harley Quinn and gives her a warm hug, but Harley says it is her who should be thanking Helena...because now she knows who in New Gotham has the power to stop her and what their weaknesses are.

A short time later, Harley Quinn arrives at a scientists lab who is working on a meta-human transfer device. Doctor Rominic (Steve Hytner) believes he can give a normal human the powers of a meta-human. Harley wants to be the first to test the device, and Rominic reluctantly agrees. He switches it on and drains the power from an unsuspecting meta-human (writer Hans Tobeason). The process kills him, but Harley is left with his abilities. She is able to put Rominic under her spell by getting him to look into her eyes, and she tells him to run and jump out of the window. He does it, and Harley is overcome with excitement as she realises that New Gotham will soon be hers.

Later, Reese talks with Helena about Rominic...as far as New Gotham Police Department are concerned, it was a suicide. Reese goes on to ask how she is, but as usual she doesn't offer much of her feelings. He also asks her to use her meta abilities to get hold of the CCTV footage from an ATM machine across the street as it would take weeks for them to get the footage by legal means. She thinks its a good idea and leaps up into the night.

In the Clock Tower, Helena and Oracle take a look at the footage but its doubtful they will be able to get anything out of it. Barbara talks about Rominic and his meta transfer device. Just then, Wade arrives, giving Barbara a kiss. He only stopped by to give Dinah (Rachel Skarsten) a lift to school. Both still think it is a little weird to have Barbara's boyfriend in the Clock Tower, but she says she'll get used to it.

At No Man's Land, Gibson (Robert Patrick Benedict) serves Harley Quinn. When she introduces herself, he recognises the name and says they have a friend in common - Helena Kyle. He also points out that she's not a meta-human, and she says she wasn't until recently. Naturally, Gibson doesn't understand but she tells him he doesn't need to understand. She then puts him under her spell and orders him to bark like a dog. Being his normal self, he asks lots of questions forcing Harley to order him to stop. The whole point of putting Gibson under her spell was to test if she had the same power over meta's as she does over humans. Before leaving, she tells Gibson that she wants him to loose his mind. Moments later, he starts twitching and jumping around.

Later Oracle gets a hit on the Delphi system about a riot at No Man's Land so she sends Helena to investigate. Luckily the police didn't find the bar, but when she arrives the place has been trashed and Gibson is cradling a snowman and talking gibberish. Oracle tells her to take Gibson to the hospital but she has a better idea...she takes him to Harleen Quinzel!

In the Clock Tower, Helena rummages about the Clock Tower for something. Barbara arrives and tells her she was able to identify the dead meta-human and confirms he has hypnotic power. She also tells Helena than she will soon have the identity of the one responsible off of the video footage. Barbara tells her that Wade won't change their friendship or their work...nothing can do that. When the computer finishes its restoration of the video, Barbara discovers that it is Harleen Quinzel that is responsible. Helena then knocks Barbara out and returns to Harley Quinn with the blueprints to the Clock Tower.

Back at the lair, Alfred (Ian Abercrombie) helps Barbara up and they realise they have a serious problem. They comm Dinah who is cleaning up the scene at No Man's Land. Oracle tells her Huntress has been compromised and is dangerous. Dinah tells Reese what happened and Huntress shows up at the bar. They try to run, but Huntress is able trap them. Back at the Clock Tower, Barbara realises that she now needs to take desperate action. She ignores Alfred's objections and makes use of the spinal implant that will allow her to walk despite causing great pain to herself.

At NGPD, Harley shows up and puts most of the department under her spell. Meanwhile as Huntress tries to get into Reese and Dinah, Barbara shows up and she goes head-to-head with Huntress. Huntress knocks Oracle to floor and starts to choke her. She flashes something in her eyes, releasing her from Harley's hold. She quickly explains that Harley Quinn is the big bad they've been looking for.

At the Clock Tower, Harley Quinn enters with her own private army of Gotham's best and brightest cops. She is impressed with the Clock Tower, and even more so when she meets Wade Brixton. She recognises him as Barbara's love and puts him under her spell. She orders him to kiss her, and when he does she stabs him. Within moments, Wade is dead.

Barbara tries to connect to the Clock Tower but can't get through so she calls Alfred instead...but Harley Quinn answers instead. She tells Oracle that Gotham will soon be hers thanks to all the things Helena told her about their lives. She also tells her that it was Helena that told her about Wade...and now that he is dead! Barbara is overcome with grief, and she comes up with a plan to stop Harley now that she has full control over the Clock Tower...but Helena is gone.

In the Clock Tower, Harley (with Gibson now her pet) sends out a signal through Gotham's television network that will put everyone under her control. She orders a drink from Pennyworth to celebrate. Barbara gives Dinah a special kind of contact lenses that will prevent Harley from controlling them and they get ready to head back to the Clock Tower.

At the Dark Horse bar, Reese finds Helena sitting in the dark trying to forget everything she's done. Reese tries to convince her she isn't responsible for what happened, but Helena believes otherwise - she told Harley all about Wade and the Clock Tower before she was hypnotised. She let Harley in and its cost Wade his life. She also says that she will never be as good as her father. Reese doesn't accept it, and says that he's here to help her because everything they do matters and he kisses her.

In her classroom, Barbara starts to loose faith that they can make a difference, but Dinah says they will get back into the Clock Tower and make everything right. Barbara says no one can get in...its a fortress. Just then, Helena enters with Reese and she says she can get in - Harley still thinks she's on her side.

Helena goes into the Clock Tower and tells Harley that she killed Barbara and Dinah. Harley thinks that is brilliant and tells her to go and rest because later they will need her. Helena then bypasses the security system but gets caught by Alfred. He takes her to Harley who slaps Helena about a few times. She refuses to tell her how she broke the spell, calling her an evil psycho bitch. Gibson cowers in the corner while Harley continues to slap her around. Eventually she says she was caught to allow Alfred enough time to shut down the towers security. From above, Alfred announces the security has been shut down and loads up his shotgun. Harley is confident that she can kill Alfred within seconds, but she didn't count on the cavalry swinging through the clock face!

Oracle and Dinah take on the cops, and during the fight Dinah is pinned against the wall...thankfully, Reese took the elevator and arrives just in time to knock the guard out. Meanwhile, Helena and Harley face off in the middle of the control room as Gibson jumps around acting like King Kong clutching a doll. During the battle, Harley leaps up onto the catwalk and Barbara follows her. When she taunts that her lips were the last Wade's touched, Barbara unleashes all her fury and gets ready to kill Harley Quinn. Before she can however, Huntress leaps to the rescue and convinces her not to kill her. When Selina died, Barbara told Helena something she didn't understand until now: "revenge might dull the pain, but the less we felt the less we are". She also says she would give her life to have Wade back, but she can't...and as heroes they don't kill. She gets through to her and Barbara settles for knocking Harley out instead. Its just then, Barbara collapses.

Later, Alfred and Reese clean up the mess in the Clock Tower. Jesse uses the opportunity to quiz Alfred on his time with Batman and Robin. A now normal Gibson finds it odd that he has no memory of his time under Harley's spell since his meta power is the ability to remember every sight, sound and smell. Helena and Dinah joke about his King Kong antics the night before and then Helena goes out onto the balcony to talk with Barbara. She tries to apologise again, but Oracle says they've all lost someone...its the chance they take being heroes. Barbara also says that what she did to set things right after Wade died is what being a hero is all about. Helena realises that she's not Batman's little girl anymore, but admits that she feels he's looking down on all of them. Dinah comes out, and pitches in that he's just like a big guardian bat.

In the Wayne Mansion, Alfred talks with Bruce Wayne over the phone. He tells him that his daughter is doing well, and he would be proud.
